Program Analyst (Project Scheduler)
About the Position: This position is with the US Army Corps of Engineers, Rock Island District, Programs and Project Management Division, Program Management Branch located in Rock Island, IL.
- Duties are listed at full performance grade level, GS-11:
- Develop project task listings and activity hierarchies to establish project scope, cost, schedule, and resource requirements.
- Analyze task interrelationships to develop and maintain Critical Path Method (CPM) networks, baseline schedules, current schedules, and funding plans using the P2 System.
- Coordinate with project managers to collect, validate, and distribute schedule information and identify project issues requiring resolution.
- Conduct what-if analyses of cost and schedule changes; evaluate impacts to milestones, funding, and project execution and provide recommendations for corrective actions.
- Prepare project management reports, executive summaries, briefings, monthly status reviews, Project Review Board (PRB) briefings, and other management information and data calls.
- Validate technical elements of tasking, activity schedules, milestones, and resource assignments to ensure alignment with project objectives.
- Review P2 schedules, Enterprise Data Warehouse reports, and other reporting systems to validate data accuracy, consistency, and make necessary corrections.
- Participate in PDT meetings, project reviews, and status meetings to incorporate decisions, assign resulting tasks, and update project schedules and resource requirements.
- Assist with reporting/information and preparing executive summary briefings.
- Provide documented schedule and resource analyses, findings, and recommendations to support resolution of project execution issues.

Specialized Experience for the GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes using computer-based scheduling software (e.g., P2, Primavera, or Microsoft Project) to develop, maintain, and monitor project schedules and budgets; review and analyze cost and schedule reports; establish project responsibilities and performance expectations; coordinate multiple project schedules, funding, and resource requirements; and provide accurate, timely project status updates to support effective project management and informed decision-making. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
